Background of the Study
International trade policies have a profound influence on domestic innovation ecosystems by facilitating technology transfer and competitive market practices. In Kaduna State, the adoption of trade liberalization measures has enabled local industries to access advanced technologies and innovative practices from global markets (King, 2023). This study examines how international trade policies, particularly those that promote technology transfer, affect domestic innovation. It analyzes the mechanisms through which trade agreements, tariff reforms, and intellectual property rights influence the flow of technology and knowledge across borders (Lewis, 2024). By evaluating case studies, policy documents, and innovation indicators, the research explores the relationship between trade openness and the growth of local R&D activities. The study also addresses challenges such as inadequate infrastructure, regulatory bottlenecks, and the risk of technological dependency, offering recommendations to enhance innovation while maintaining competitive advantage (Mitchell, 2025).

Statement of the problem
Despite the potential benefits of international trade policies in promoting technology transfer, Kaduna State faces challenges in fully capitalizing on these opportunities. Issues such as bureaucratic delays, regulatory inconsistencies, and limited local absorptive capacity hinder the effective integration of imported technologies into domestic innovation systems (King, 2023). Critics argue that while trade policies open up markets, they do not automatically translate into enhanced innovation without complementary measures (Lewis, 2024). This study examines whether current trade policies are sufficient to drive domestic innovation in Kaduna State or if additional reforms are required to overcome existing barriers and stimulate technology transfer (Mitchell, 2025).

Objectives of the Study:

To evaluate the impact of international trade policies on technology transfer in Kaduna State.

To assess the effectiveness of these policies in enhancing domestic innovation.

To propose strategies to overcome barriers and optimize technology integration.

Research questions

How do international trade policies facilitate technology transfer in Kaduna State?

What challenges limit their effectiveness in promoting domestic innovation?

What policy measures can enhance technology absorption and innovation?

Significance of the Study
This study is significant as it explores the relationship between international trade policies and domestic innovation, offering valuable insights to policymakers and industry leaders in Kaduna State. The findings will inform strategies to maximize technology transfer and boost local innovation capabilities (Mitchell, 2025).

Scope and Limitations of the Study:
This study is limited to evaluating the impact of trade policies on technology transfer and domestic innovation in Kaduna State, focusing on economic and regulatory aspects.

Definitions of terms

International trade policies: Regulations and agreements that govern the exchange of goods and services between countries (King, 2023).

Technology transfer: The process of sharing or disseminating technological innovations across regions (Lewis, 2024).

Domestic innovation: The development and application of new technologies within a country (Mitchell, 2025).
